Fire Danger / Water Conservation

Fire Danger Increasing
With one of the driest winters on record and a lack of foreseeable precipitation this spring, the fire danger is likely to be VERY high this year. Unless we get substantial rain and snow in March/April, we can look forward to a dry summer that comes with a significant threat of wild fire in our community.

Please take the appropriate steps to protect your property and community by removing dead or dying timber (whether standing or not), clearing your lot(s) appropriately of needles, slash, and other potentially flammable debris. There are a number of trees in Lilac Park infected with the Bark Beetle and these should be removed to reduce fire loading and to prevent spreading these pests to healthy trees.

See CalFire’s Lot Clearance Guidelines for appropriate clearances and other things you can do to protect your property. Start early, doing a little bit over a longer period of time helps make it an easier task. If you are unable to do this yourself, consider hiring a lot clearing service. Preliminary CalFire inspections have already begun.

Water Conservation
The lack of rainfall and snow in the Sierras this winter will also have an impact on water storage that comes from the many lakes, streams, and rivers in our area. Proper water conservation practices are crucial to preventing heavy restrictions on use of water and most are relatively simple and inexpensive to put into use around your Lilac Park home.

Here are just a few tips to help conserve:

  • When washing dishes by hand, don’t let the water run while rinsing. Fill one sink with wash water and the other with rinse water.
  • Run your clothes washer and dishwasher only when they are full. You can save up to 1,000 gallons a month.
  • If your shower fills a one-gallon bucket in less than 20 seconds, replace the showerhead with a water-efficient model.
  • Collect the water you use for rinsing fruits and vegetables, then reuse it to water houseplants.
  • Upgrade older toilets with water efficient models or, as a less expensive alternative, replace the internal flush assembly with a water conserving model.

Burning Suspended

FYI – From the Cal-Fire web site:

Starting 08:00 AM on Friday, January 13, 2012, the Toulumne-Calaveras Unit (TCU) of the California Department of Forestry and Fire Prevention (CAL FIRE) Will suspend outdoor burning within State Responsibility Areas of Tuolumne County, Calaveras County, Eastern Stanislaus County and Eastern San Joaquin County.

The Mother Lode is experiencing one of the driest winters on record.  This lack of precipitation, combined with dry winds, has created fire danger levels similar to those usually seen during mid-summer.  These conditions have contributed to an unusual number of wildfires caused by escaped debris burns.  To minimize this danger to life and property, CAL FIRE will suspend all burning in the Tuolumne-Calaveras Unit until the area receives significant wetting rains.

“We recognize people conduct their defensible space clearance during the winter, and dispose of the debris by burning.”  states Unit Chief Brian Kirk of the Tuolumne-Calaveras Unit.  “But we are encouraging the public to help with this unseasonable wildfire danger by  not doing any outdoor burning until we get significant wetting rains.  Also, check old debris burn piles to ensure they are completely out.  Deep piles of ashes retain heat for several weeks, and high winds can blow these hot ashes into nearby dry leaves or grass and start fires.”

CAL FIRE reminds everyone that it is their individual responsibility to use fire safely and to prevent fires that destroy lives, property and our wildland.

2012 Pro-Forma Budget

The 2012 Pro-Forma Budget is nearly completed. It is expected to be published on Tuesday, December 27, 2011.

If you receive email billing but would prefer to have a paper copy of the pro-forma budget mailed to you via USPS, please send us a note to info@arnoldlilacparkhoa.org. The board of directors will be happy to mail it to you, but please keep in mind that the budget packet is fairly thick and postage costs per each-copy-mailed are high. Anyone who does not receive email billing will automatically have a copy sent via USPS to the address on file with the board.

The board of directors will publish the electronic version of the pro-forma budget to the web site in .pdf format which requires Adobe Acrobat Reader to view. (get it here for free) Once published, notification of how to access it will be posted here, on the ALPHA web site. You will need the homeowner password for the web site to view it.

If you indicated your preference for this in 2010, please be aware that the board is continuing to update records in our Member Database with your individual billing and notification preferences as we have them, but this process is ongoing and won’t be completed by the 12/27/11 date of the pro-forma publication.

CONDITIONS UPDATE – High winds aftermath

Winds Are Dying Down

The wind in the mountains has subsided considerably in the last 12 hours, though it is still breezy. Some Lilac Park homes suffered minor damage from falling trees, but as of this posting, there have been no reports of injuries and property damage as been relatively minor.

PLEASE NOTE: Lilac Drive between Maple and Alder is still closed while clean up and utility crews remove debris and make repairs to downed power lines. If you’re headed into the Arnold area today or tomorrow and you have to travel this section of road, we strongly encourage that you plan your travels to arrive while there is still daylight. There are debris and branches everywhere and getting through this area on foot may be hazardous in low light conditions.

UTILITY STATUS:
Certain parts of Lilac Park continue to be without power (See areas in posts below). Comcast is down along the ridge section of Summit View, but how much of Lilac Park that’s affected is unclear at this point.

PROPERTY DAMAGE REPORTS:
The Fu family on Lilac Drive had a tree come down on their property resulting in fairly minor damage to the corner of their house and a portion of the surrounding deck. They have already been contacted.

There is a home on Ponderosa that sustained minor damage to a deck by a falling tree. The address and lot information isn’t available as of this posting, but Grace Neurath is attempting to make direct contact with the homeowner this morning.

There is a vacant home for sale on Summit View that sustained minor damage from a falling tree. We will attempt to contact the Real Estate office listing the property this morning.

CLEAN UP BEGINS
The entire area is littered with debris and branches and clean up efforts have already begun. If you’re planning a trip to assess your property and begin clean up, please be sure to bring appropriate tools. Lot cleaning services are also available HERE.

CONDITIONS UPDATE – High Winds

Thanks go to Grace Neurath for making some telephone calls to bring you this update.

Going outside has been hazardous due to flying branches and other material so most are staying inside. The high winds have scattered debris over the entire area.

The downed power pole is located between Maple and Alder and is affecting homes in that area since 10:30pm last night. PG & E is on scene and actively working to correct the problem.

All of Laurel Circle is currently without power since 6:30am this morning. This outage may be related to the utility crew working on the downed pole, though this is unclear.
PG & E is aware of the problem.

The Pond family on Lilac Drive had a tree fall on their property resulting in severe damage to an automobile. Initial reports indicate that it was totalled.

There are two homes at the top end of Summit View that are without power due to a tree down, but this is isolated. The rest of Summit View and Ponderosa are currrently unaffected. No other reports of power status are available.

As of this update at 1:35pm, 12/1/11
NO DAMAGE TO STRUCTURES HAS BEEN REPORTED.

CONDITIONS UPDATE – High winds / Trees down / Power outages

HIGH WINDS / TREES DOWN
This is day two of high winds in Arnold. Weather reports indicate strong, steady winds between 25 and 35mph, with gusts to 50. As a result, there are a number of trees down throughout the area with a few down in Lilac Park. No damage to structures in Lilac Park has been reported as of this posting (1:15pm 12/1/11). As more information comes in, we will do our best to keep you informed via e-mail and the web site. Please check back often.

POWER OUTAGES
Certain parts of Lilac Park are without power and have been since last night. PG & E reports numerous trees down all over the Arnold area with at least one utility pole down in Lilac Park affecting power and cable services to an unknown number of homes.

The PG & E map on our Storm Activity Page is a literal pincushion of power failures all over the central part of the state.

Reminder from Calaveras County Re: Snow Removal

Winter Season Reminder

Crowding and Berms
Once snow removal operations have begun, Calaveras County snow removal crews will continue to plow snow and push it back to the shoulders within the County right-of-way until removal is completed in preparation for additional storm events. In order to maintain snow-free roadways, it is imperative that there is adequate space on the road shoulder for new snow.

Unfortunately, it is a necessity for the success of every snow removal operation to repeatedly push the snow back (crowd) to the shoulders of the road. The process of plowing and crowding the snow will result in the formation of berms, the pile of snow left in front of all driveways. We will attempt to complete this crowding activity as soon as possible so the creation of additional berms is kept to a minimum. Clearing berms left in driveways is the resident’s responsibility. Please note if you clear the berm by depositing the snow back onto the County-maintained roadway, it will be plowed back into a berm when the snowplow makes its next pass down that road. There is no discernment between fresh snow and shoveled snow into the roadway. Also, be aware that snow may remain in parking areas for hours or days after the snow event has ended.

Parking with in Right of Way
All citizens and business owners will need to follow parking restrictions and commit in order to keep all county maintained rights of way clear during snow plowing operations. The parking or standing of vehicles on the County road, including shoulders, during snow removal operations is prohibited. A member of the California Highway Patrol or Sheriff’s office shall have any vehicles left on the road towed at owner’s expense.

Sanding – Calaveras County has designated certain roads which will be sanded in order to maintain the main routes for traffic. These routes include school bus routes and major thoroughfares.

Our Nation’s Capitol Christmas Tree Coming From Stanislaus National Forest

Known as “The People’s Tree”, the 2011 Nation’s Capitol Christmas Tree will be harvested from the Stanislaus National Forest located in the Central Sierra Nevada Mountains of California.

The Forest Service recommends 8 to 10 trees to the superintendent of the capitol grounds, who makes the final selection of which tree will be the official U.S. Capitol Christmas Tree.

Several aspects are taken into account during the selection, including the shape and fullness of the tree, the tree color and foliage condition, and species characteristics of needle retention and branch pliability. Of course, access to the tree for ease of cutting, loading, and transporting are also considered.

Winterizing Tips

The fall Equinox is a good time of year to start thinking about preparing your home for winter, because as temperatures begin to dip, your home will require maintenance to keep it in tip-top shape through the winter.

Autumn is invariably a prelude to falling winter temperatures, regardless of where you live. It might rain or snow or, as David Letterman says, “Fall is my favorite season in Los Angeles, watching the birds change color and fall from the trees.” Did you know there is only one state in the United States where the temperatures have never dipped below zero? Give up? It’s Hawaii.

Here are ten tips to help you prepare your home for winter:

1) Furnace Inspection

  • Call an HVAC professional to inspect your furnace and clean ducts.
  • Stock up on furnace filters and change them monthly.
  • Consider switching out your thermostat for a programmable thermostat.
  • If your home is heated by a hot-water radiator, bleed the valves by opening them slightly and when water appears, close them.
  • Remove all flammable material from the area surrounding your furnace.

2) Get the Fireplace Ready

  • Cap or screen the top of the chimney to keep out rodents and birds.
  • If the chimney hasn’t been cleaned for a while, call a chimney sweep to remove soot and creosote.
  • Buy firewood or chop wood. Store it in a dry place away from the exterior of your home.
  • Inspect the fireplace damper for proper opening and closing.
  • Check the mortar between bricks and tuckpoint, if necessary.
  • Top off your propane tank BEFORE the snow arrives.

3) Check the Exterior, Doors and Windows

  • Inspect exterior for crevice cracks and exposed entry points around pipes; seal them.
  • Use weatherstripping around doors to prevent cold air from entering the home and caulk windows.
  • Replace cracked glass in windows and, if you end up replacing the entire window, prime and paint exposed wood.
  • If your home has a basement, consider protecting its window wells by covering them with plastic shields.
  • Switch out summer screens with glass replacements from storage. If you have storm windows, install them.

4) Inspect Roof, Gutters & Downspouts

  • If your weather temperature will fall below 32 degrees in the winter, adding extra insulation to the attic will prevent warm air from creeping to your roof and causing ice dams.
  • Check flashing to ensure water cannot enter the home.
  • Replace worn roof shingles or tiles.
  • Clean out the gutters and use a hose to spray water down the downspouts to clear away debris.
  • Consider installing leaf guards on the gutters or extensions on the downspouts to direct water away from the home.

5) Service Weather-Specific Equipment

  • Drain gas from lawnmowers.
  • Service or tune-up snow blowers.
  • Replace worn rakes and snow shovels.
  • Clean, dry and store summer gardening equipment.
  • Sharpen ice choppers and buy bags of ice-melt / sand.

6) Check Foundations

  • Rake away all debris and edible vegetation from the foundation.
  • Seal up entry points to keep small animals from crawling under the house.
  • Tuckpoint or seal foundation cracks. Mice can slip through space as thin as a dime.
  • Inspect sill plates for dry rot or pest infestation.
  • Secure crawlspace entrances.

7) Install Smoke and Carbon Monoxide Detectors

  • Some cities require a smoke detector in every room.
  • Buy extra smoke detector batteries and change them when daylight savings ends.
  • Install a carbon monoxide detector near your furnace and / or water heater.
  • Test smoke and carbon monoxide detectors to make sure they work.
  • Buy a fire extinguisher or replace an extinguisher older than 10 years.

8.) Prevent Plumbing Freezes

  • Locate your water main in the event you need to shut it off in an emergency.
  • Drain all garden hoses.
  • Insulate exposed plumbing pipes.
  • Cover spiggots and faucets with insulation or insulating caps available at local hardware stores.
  • Drain air conditioner pipes and, if your AC has a water shut-off valve, turn it off.
  • If you go on vacation, leave the heat on, set to at least 55 degrees.

9) Prepare Landscaping & Outdoor Surfaces

  • Trim trees if branches hang too close to the house or electrical wires.
  • Ask a gardener when your trees should be pruned to prevent winter injury.
  • Plant spring flower bulbs and lift bulbs that cannot winter over such as dahlias in areas where the ground freezes.
  • Seal driveways, brick patios and wood decks.
  • Don’t automatically remove dead vegetation from gardens as some provide attractive scenery in an otherwise dreary, snow-drenched yard.
  • Move sensitive potted plants indoors or to a sheltered area.

10) Prepare an Emergency Kit

  • Buy indoor candles and matches / lighter for use during a power shortage.
  • Find the phone numbers for your utility companies and tape them near your phone or inside the phone book.
  • Buy a battery back-up to protect your computer and sensitive electronic equipment.
  • Store extra bottled water and non-perishable food supplies (including pet food, if you have a pet), blankets and a first-aid kit in a dry and easy-to-access location.
  • Prepare an evacuation plan in the event of an emergency.

ALPHA’s Fall Web Site to Launch First Week in October

Please take a moment to look through the Lilac Park web site. It is our primary source of communication with you, the members of our association.

FALL WEB SITE LAUNCH
With fall upon us, we felt that it was appropriate to update the Lilac Park web site to reflect the changing of the seasons. Our fall web site will only be active two months as is it our plan to update the site again in early December with a winter theme.

The web site will continue to have the same general look and feel that it does now, but once it launches, you’ll find updated colors, some new photos, and a few new features.

WE NEED PHOTOS
If you have any photos of the Arnold area that we can use for the Winter and Spring themes, please send them to us in .jpg format, high resolution (up to 1mb) each. We would love to include your pictures on our site and, of course, the photographer’s name will prominently displayed in any photos you send. Any photos submitted will only be used on our web site.

WEATHER/POWER/CONDITIONS UPDATES
As the bad weather moves in, we plan to use the web site and email to update our homeowners with the latest in weather and traffic information. As reports of power failures or other local events are discovered, information about those events will also be posted here. Remember, when traveling in the mountains in the winter months, be sure to plan ahead and be prepared for contingencies.

Grape Stomp

Every year on the first Saturday in October you will find a crowd gathered to watch and take part in the Annual Grape Stomp. The event celebrates harvest and the rich wine industry of Calaveras County.

Come and stomp a few pounds of grapes or simply be a spectator at this fun and crazy event! Along with the event, the Gold Rush Street Faire takes place with over a hundred vendors for you to peruse.

Frank Samuelson in Hospital

On behalf of the Arnold Lilac Park Homeowners Association Board of Directors, I wanted to post a note about Frank Samuelson, our Board President.

On September 3, Frank took a fall at his home in Lilac Park. His injuries did not appear too serious initially, but after some persuasion, paramedics were called to his home and Frank was transported to Mark Twain in San Andreas and later moved to Kaiser in Manteca where he is likely to undergo surgery for unspecified fractures in his hip and/or leg.

We ask that you keep Frank in your thoughts and prayers. More information to follow.

The new CO Detector law – Did you know?

It’s old news for some, but many may not know that a new state-wide law went into effect on 7/1/11 which requires homes that burn fossil fuels, and/or homes with an attached garage, to have a Carbon Monoxide Detector.

It’s doubtful that the “CO Detector Police” will come and check your home, but if you have any propane burning appliances, fireplaces, or floor heaters, having one is a good idea. These can be purchased at our local hardware stores.

New Pool Hours through September 5

The Lilac Park Pool has new hours through the end of the season.

The pool will be open Thursday through Sunday from 12noon to 6pm. It is closed Monday, Tuesday, and Wednesday.

The Annual Flea Market Extravaganza is filled with wall to wall bargains to benefit the Independence Hall in Arnold. This is their largest fund-raiser of the year for the Hall.

The Independence Hall is the focal point in Arnold for community meetings, voting, community events and more.

For Landlords: Tenant Authorization Form for Pool

Hi Everyone, this is a note for those who use their Lilac Park homes as rentals. I know, there’s only a month left in the pool season, but we needed to get this done sooner than later.

There is a new “Tenant Authorization Form” under the Pool section of the web site. If you use your cabin as a rental, particularly a short-term rental, please use this form to generate the printed authorization for them to use the pool. The info this form collects is sent to the board, the pool attendants, and to you. Once the form is completed, you’ll get an authorization via e-mail right away. This will make it easy to send the authorization to your short-term tenants via e-mail, which they will print and take with them.

If your place is a long-term rental and you have existing month-to-month tenants, please complete the form as soon as you can so we can update our records.

Regular HOA Board Meeting Cancelled

Bear Valley Music Festival

July 29 through August 14

In 1967, orchestra conductor John Gosling and his wife Margaret discovered Bear Valley on a driving trip to explore the Sierra Nevada. Enchanted with the beauty and serenity of the natural surrounding and intimacy of the small alpine village, they made a decision to explore creating a music festival.

Sierra Nevada Arts & Crafts Festival – 39th Annual

Firewood Theft in Lilac Park

In the past few months, two separate homeowners have had their firewood stolen from either their deck/under their deck, or wood piles on their lots. In both cases, the homeowners are “weekenders”, so they didn’t know the wood had been stolen until they came up for a visit.

If you come across a person loading up a vehicle with wood, if it looks suspicious, or just not right, please contact the Calaveras Sheriff’s department at 209-754-6500. Let’s keep an eye out for one another. Thank you!

Hazardous Waste Day in Arnold, Saturday, June 11, 2011

Please note that the Hazardous Waste Day will be this Saturday, June 11, from 9 a.m. to 1 p.m. at the Arnold Road Yard on Linebaugh – What to bring: batteries, flourescents, medications, solvents, used oils, antifreeze, home generated needles and syringes, small propane tanks, other household toxins, and of course paint. Volunteer Day Thank You’s

Thank you to Frank Samuelson, Gaylord Blackburn, Sue Lynch, Maria Carlson (and two kids), Toney Burkhart, and Rene Neurath for all their hard work on Volunteer Day. 33rd Annual Arnold Spring Peddler’s Faire

May 28 & 29, 2011 on the grounds of Bristol’s Ranch House Cafe
at the bottom of Lilac Park.

At the Arnold Spring Peddler’s Faire on Memorial Day Weekend, you’ll find antiques, collectibles, new and gently used merchandise, crafts, and pretty much everything else that can be sold. There will be a number of food booths also.

The Peddler’s Faire will operate from 9am to 4pm daily over the Memorial Day Weekend.

Bear Valley Summer Day Camp

The Bear Valley Summer Day Camp (formerly BVSAFE) has been operating for 9 years, and is only getting better!

This year our program will run from Monday the 20th of June until Friday the 12th of August, Monday to Friday. As always families have the flexibility to sign up for the 8 weeks, weekly or just for the day.  Featured activities this year include (but are not limited to) kayaking, rock climbing, archery, mountain biking, camp skills and cookouts, swim enhancement, nature hikes, river walks, frisbee golf, tennis, field games, cooking, sailing, wind surfing, music and much more!

Calaveras County Fair and Jumping Frog Jubilee

May 19 – 22, 2011

The world-renowned Calaveras County Fair & Jumping Frog Jubilee has a rich heritage dating back to the 1800’s.  In the early Gold Mining Days, the Mother Lode Country was very prosperous.  It attracted many industrious individuals looking for adventure.  One such individual was Samuel Clemens who regularly made the trip from San Francisco to a small mountain cabin near Angels Camp.

It was during one of Mr. Clemens’ trips that he heard a tale that inspired his first published work, “The Celebrated Jumping Frog of Calaveras County”.  The story records the antics of a character named Jim Smiley and his frog Dan’l Webster.  Mr. Clemens first published this story in 1865 and used his pen name, “Mark Twain”, and so the legend began.

Tadventureadventure continues, we still jump frogs as part of the Calaveras County Fair and Jumping Frog Jubilee, which is held annually the 3rd weekend in May.  This “Old-Fashion County Fair” features exhibits, entertainment, rodeo, horse events, livestock exhibits and the best little carnival in the west.  Everyone is your neighbor and you are hosted by the friendliest people on earth.

Lilac Park Volunteer Day!

Saturday, May 14, 2011 – 9:00 – 2:00

Join us Saturday, May 14, to prepare the pool and common area for summer action and fun!   Why volunteer?

This annual event helps to keep our annual dues low because it saves our association approximately $1,000 that we would have to spend otherwise. Plus, it’s a great way to get to know others in Lilac Park!

This year instead of giving volunteers a $10.00 credit, a free LUNCH will be served to all who come and help!

Here’s a list of things we need to do:

  • Rake the front of the pool yard
  • Rake the back lot
  • Trim trees, bushes, shrubs
  • Haul pine needles and tree debris to the front yard for burning
  • Oversee the burning process
  • Help create steps in the back lot
  • Sweep the pool area
  • Clean bathrooms
  • Clean the kitchen
  • Fix, paint “Lilac Park Subdivision” sign
  • Basically anything else that needs doing!

Bring rakes, trimmers, loppers, wheelbarrows, pick-up trucks and trailers (if you have them) to haul debris from the back lot to the front for burning. The weather should be settled by then, but you never know so be sure to dress in layers and wear some sturdy clothing for protection.

We need your help.  Please use the Contact Us page or send us an email to let us know that you’re coming, and what you can help with.  Let us know as early as possible so we get an accurate head count for lunch.

Spam and filters

Hi all,
I just wanted to send out a note about spam and the filters that we hopefully all have in place to filter it out.

Recent estimates figure that one message in seven traveling through cyberspace is a legitimate email. Most of us have seen the ads for pharmacy this, weight loss that, and the other less, tasteful messages. Thankfully most Internet Service Providers (ISP) have tools on their mail servers to filter out the unwanted stuff with surprising accuracy. Without spam filters, we’d be swimming in junk messages.

Many of the tools ISPs employ consider the sender’s address, the mail server’s IP address, message content, frequency, and more. Much of the filtering is based on probabilities that are pretty good at weeding out the flotsam,  but occasionally the spam software will catch legitimate messages and flag them as junk. Thus, the reason for the note.

It has come to our attention that some of you may not be receiving the broadcast messages from the ALPHA Board of Directors, like this one. If you received this, it’s because you either are NOT having a problem, or you had to remove this message from your spam queue and are now reading it. The content here is aimed at the latter.

We’ve changed the mail address that the web site software sends from to hoa@…, however we can’t necessarily remove the info@… that it was sending from before because there are a number of people that use this e-mail address to contact us. If your spam server still thinks that mail coming from ALPHA is spam after this change, the easiest way to solve the problem is to either 1.) add an exception to your spam filter for anything coming from the  arnoldlilacparkhoa.org domain or 2.) contact your ISP and have them do it.

Mail providers such as Google, AT&T, and other larger companies have user tools in the administrative sections of their mail interfaces that allow you to add whatever exceptions you want. Smaller ISPs and even many regional providers don’t offer such tools requiring their support departments to enter them manually.

With as competitive as Internet Service and Mail provisioning is these days, most smaller to mid-sized companies are pretty responsive to their customer’s needs, so if you continue to have problems receiving e-mail from us because of spam filtering, please add a filter exception for “arnoldlilacparkhoa.org,” (no comma) or call your ISP and have them do it for you.
